Measuring Cigarette Smuggling in Colombia

In 2008, Colombia ratified the World Health Organization's Framework Convention on Tobacco Control (FCTC), committing to adopt effective strategies to reduce tobacco consumption. Among these measures, selective taxes stand out for their high impact on reducing consumption. However, the tobacco industry has attempted to curb these policies by arguing that they lead to an increase in illicit trade, citing studies with conflicts of interest that exaggerate this problem. In response, independent studies such as M3C-COL have used participatory and transparent methodologies to provide objective evidence on illicit cigarette trade in Colombia. This research not only strengthens tobacco control in the country but also promotes citizen participation and the democratization of information.
